# Duty-free shopping in St. Thomas, Virgin Islands

Duty-free shopping in St. Thomas, Virgin Islands, is settled by the allowance you carry home, not by the sign on the shop: US Customs and Border Protection (CBP) lets you bring back $1,600 of goods a person from the territory, as of October 2026. Below: what that covers, the alcohol rule, shipping instead of carrying, and the shops by pier.

## What duty-free means when you fly home

It means less than the sign suggests. CBP's Shopping Abroad page, last modified January 2026, says goods bought in a duty-free shop are not automatically free of duty when you return to the United States. What makes a purchase free is your personal exemption, and the US Virgin Islands earn a larger one: $1,600 a person, where most other trips abroad earn $800, per CBP's Types of Exemptions page as of October 2026.

The tradeoff: every purchase counts against that $1,600, whether the shop called it duty-free or not, and you declare all of it. Above the allowance, CBP's own guidance is that the officer works out what is owed. The passport and entry rules for the territory are a separate topic; this page is about what you buy.

## How CBP counts each kind of purchase

Five cases, all from CBP's pages as read on October 9, 2026.

| What you buy | How CBP treats it | CBP page, last modified |
| --- | --- | --- |
| Goods you carry home | Free up to $1,600 a person; the officer calculates duty above that | Types of Exemptions, Mar 6, 2024 |
| Alcohol you carry home | Up to 5 liters inside the $1,600: four bought in the territory, one made there | Types of Exemptions, Mar 6, 2024 |
| Extra bottles | Flat 1.5% duty, plus IRS taxes | Types of Exemptions, Mar 6, 2024 |
| Purchases shipped to yourself | Free up to $1,600, the next $1,000 at a flat 3%, Form 255 | Customs Duty Information, Dec 30, 2025 |
| Gifts mailed to someone at home | Free of duty and tax up to $200 | Gifts, Dec 31, 2025 |

Keep the receipts in one place: the officer works from what you declare.

## Five liters of alcohol, and one made here

The alcohol rule has two conditions a shopper tends to miss. Of the five liters CBP lets in duty-free from the territory, at least four have to be bought there, and at least one has to be a product of the US Virgin Islands, per its Types of Exemptions page as of October 2026. A rum distilled on the islands meets the second condition; a bottle bought on St. Thomas but made elsewhere does not.

Cruise passengers have a third. CBP counts only one liter bought in a cruise ship's own duty-free shop toward the exemption. Its worked example: buy five liters ashore, one of them made in the territory, and you have reached the limit, so anything bought on board afterward is dutiable. Shop ashore first, and count the bottles before the ship's shop opens.

## Shipping purchases home instead of carrying them

A shipped purchase keeps the same $1,600 allowance if it follows CBP's procedure. Per CBP's Customs Duty Information page, last modified December 2025, goods sent directly from the territory to the United States within 30 days are duty-free up to $1,600, and the next $1,000 is charged a flat 3%. The paperwork is CBP Form 255: each package carries its own Form 255, attached when it ships, and you list everything on your declaration when you come home.

Gifts are simpler. A gift mailed from the territory to a friend or relative on the mainland comes in free of duty and tax up to $200, per CBP's Gifts page as of October 2026, twice the $100 limit from most other places.

## Where to shop in St. Thomas, by pier

The shops sit on Charlotte Amalie harbor: beside the Havensight pier, and downtown between the two piers. On the east side, Havensight is the West Indian Company Limited's dock, and the company gives its own address as the Havensight Mall. A short walk from the cruise ship dock, IGY Marinas describes the Shops at Yacht Haven Grande as a 120,000 square foot duty-free retail village, as of October 2026. Downtown Charlotte Amalie is west along the waterfront.

| From | To | How | Measured minutes |
| --- | --- | --- | --- |
| Havensight pier | Charlotte Amalie waterfront | car | 12 |
| Crown Bay pier | Charlotte Amalie waterfront | car | 9 |
| Crown Bay pier | Center of Charlotte Amalie | on foot | 40 |

Measured on October 9, 2026, from the West Indian Company dock and the Crown Bay cruise terminal; the drives end at the ferry terminal on the waterfront. We print no walking time from Havensight to town.

## Why the shops line the cruise docks

Because the ships came first. The West Indian Company Limited, chartered in 1912, records its first cruise visit in 1938, and its own history says that as ships increased it converted warehouses into gift shops, before it committed its facilities to cruise tourism in the early 1960s.

Both piers publish theirs. The West Indian Company posts the Havensight schedule by month on its site, and the Virgin Islands Port Authority posts Crown Bay's by fiscal year, as of October 2026. Check them the day before you go, to see which ships are due.
